My guess, since you had to take the hood off, means you also had to remove the washer hoses - this looks to be the windshield washer hose, that got tucked back there so you could work on the Valve cover.

Otherwise - this may be a drain tube - cannot tell if it's "rigid" being nylon or just shiny from the handling making it polished rubber - you had to take the cowl cover to the wipers off too, so presume that the hose is part of that assembly - being washer hose.

The rear bubble valve hose that burps the backside of the valve cover is intact, the front PCV breather purge line is good. Looks like EVAP is ok, Hoses to the intake seem to be all there - the ones that go to the snorkel and the Brake booster, as far as I can tell in the shot - are connected like they should be. Is this line a hardline, like a cover to one of the "steel" lines - like the Brake Master cylinder or Fuel? Then it may be the sleeve portion of one. Else, the only other thing is the hood and it's hoses to wash the windshield - so that my guess...
