Crankshaft pulley locked up after retiming engine

I had to replace my water pump on my 2018 ford fiesta se. Water pump replacement went good but i started having timing issues so i had to reopen my car. Unfortunately I messed up my timing and engine won't start. I bought the tools I needed to fix the timing, that was easy enough. Now that my timing is right and all the timing tools are removed, my crankshaft pulley seems to be locked up and won't turn clockwise beyond a certain point. I have an ability to turn counter clockwise (I know I'm not supposed to so trying not to) so it's not seized. I can't get my serpentine belt back on if it won't turn clockwise. I removed the spark plugs in an attempt to release any pressure build up to no avail. What should I try next

If you can't turn the crankshaft the correct direction, something is wrong in the cam timing - as in a valve is extended into the cylinder and you can't rotate past that stuck valve by hand. You can't do it by hand, but a running motor would and it can crack the head and ruin that cylinder by destroying that valve that is stuck down in that cylinder. Take it apart and investigate...else you might need a new motor - it just may need a little TLC onto you have something left inside the cylinder head and it's jammed agaisnt that valve.
