07 Fiesta leaking steering fluid

I can see fluid on the hose that goes from the reservoir down and meets another hose. I attached an image

Should the fluid be at the proper level when the engine is running.The fluid in my car is down a bit when engine on but goes way down when the engine runs

Where is the pump, is that what the hose at the right goes into ?

Yes my manual say it should be at max mark when engine is off. It is a bit down now. What i don't know is should it go way down when engine on. It is circulating, isn't it, when the engine runs, so maybe it should go way down.

Yes. As long as it's at the full mark when it's off, you should be good. As for the leak, it's probably just the old hose.
